(1) When a proposal is presented in any house that a joint committee be formed in accordance with sub-section (2) of Article 97 of the Constitution, the proposal must be submitted with the names of the members of that committee in accordance with the constitution. The message will be read before the other House. (3) After the General Secretary reads the message with the proposal in the House, any member may propose the names of the members of that House for the Joint Committee. .
